Senate Republicans Unveil 2026 Majority Plan Priorities for
Affordability, Safe Communities, Strong Economy, Government Accountability
PHOENIX, ARIZONA— The Arizona Senate Majority Caucus today releases its 2026 Majority Plan, a focused agenda to lower costs, strengthen community safety, keep Arizona's economy competitive, and protect the freedoms secured under more than a decade of Republican leadership.
The announcement follows a new national migration study showing more people are now leaving Arizona than moving here – a reversal from the years when affordability and opportunity drew families to the state under Republican governors Doug Ducey and Jan Brewer. Rising housing prices and higher living expenses are major factors. Meanwhile, in her first year, Democrat Governor Katie Hobbs worsened these issues by freezing new home construction in two of the fastest-growing regions of the Valley, constricting supply and driving prices even higher.
"Arizonans are now watching an election-year version of Governor Hobbs who suddenly wants to appear moderate, but her record tells the real story," said Senate Majority Leader John Kavanagh. "For three years, she has issued harmful executive orders, a record number of vetoes, and overseen agencies plagued by waste, fraud, abuse, corruption, and catastrophic failures – from AHCCCS and DCS to DOC. These breakdowns have cost lives and wasted taxpayer dollars. Arizonans deserve leadership that solves problems, not a wolf in sheep's clothing who blocks solutions and hopes voters won't notice."
"Arizonans want affordable living, safe neighborhoods, and a government that strengthens – not weakens – our economy," said Senate President Warren Petersen. "While the Governor's vetoes stall progress, Senate Republicans remain focused on protecting taxpayers, upholding Arizona's freedoms, and preventing the radical left from turning our state into California."
"Arizonans can't afford policies that stall development, inflate housing prices, or jeopardize our water security," said Senate President Pro Tempore T.J. Shope. "While the Governor creates uncertainty and bottlenecks, Senate Republicans are advancing practical, data-driven solutions that support responsible growth and keep Arizona livable for the next generation."
"Arizona became a magnet for opportunity because it was affordable, safe, and pro-business," said Senate Majority Whip Frank Carroll. "We're working to restore those strengths by supporting job creators and removing barriers that drive up costs. Families and employers deserve long-term stability – not policies that push people out of the state."
The 2026 Majority Plan outlines targeted work across affordability, public safety, water security, transportation, regulatory reform, border enforcement, education, elections, and oversight of agencies plagued by mismanagement under the current administration. It also reaffirms the Legislature's role in defending state laws when the Governor or Attorney General refuse to do so.
Opening Day of the 57th Legislature, 2nd Regular Session begins Monday, January 12 at 12:00 p.m.
