Legislation to Support Citizens Successfully Reentering into Society After Incarceration Passes Senate Committee
PHOENIX, ARIZONA— Senator Hildy Angius is working to improve the reentry process for citizens who are transitioning from incarceration back into society with legislation to fund a comprehensive program that will lead these individuals on a path to success. SB 1312 passed the Senate Public Safety Committee today with bipartisan support.
People who have spent time in jail to pay their debt to society after committing a crime often face overwhelming challenges as they move from isolation back into civilization. Many individuals are disconnected from family, technology, community support, and often struggle to find stable employment and housing. Without proper support, these individuals are at a higher risk of recidivism. Senator Angius is working to bridge this gap by sponsoring legislation to fund a comprehensive reentry program, providing a structured, supportive environment as individuals navigate their new lives.
SB 1312 appropriates $20 million from the Consumer Restitution Subaccount Revolving Fund to the Attorney General for grants to be distributed to participating counties and outlines reporting requirements. A cornerstone of this initiative is the introduction of screening and assessment tools to help identify the specific needs of individuals as they are released from the county jail back into civilization. SB 1312 provides the means to connect incarcerated individuals with behavioral health and substance use treatment providers. The reentry program outlined in SB 1312 provides a comprehensive range of planning services, including treatment options, peer support, housing assistance, transportation, and employment opportunities. A tracking database is also implemented to monitor post-release engagement with treatment services to ensure continued care and support.

These programs break the cycle of recidivism by addressing the root causes of criminal behavior and providing individuals with helpful tools to lead productive lives once released."
