Senator Rogers Advances Legislation to Target Financial Exploitation Tied to Illegal Immigration

PHOENIX, ARIZONA— Senator Wendy Rogers is advancing bold legislation aimed at protecting Arizona families and taxpayers by addressing the issue of illegal immigrants who exploit financial systems and evade federal authorities.

SB 1421 prohibits financial institutions and remittance companies from accepting IDs issued to unauthorized immigrants or processing money transfers for illegal aliens. It also bans loans based on IRS-issued Individual Taxpayer Identification Numbers. The Department of Insurance and Financial Institutions (DIFI) will enforce these rules and impose penalties for violations, ensuring compliance with state law and preventing prohibited financial transactions.

SB 1520 strengthens cooperation with the federal government by requiring the state and its agencies to share lawfully requested data by the U.S. government about unauthorized noncitizens, undocumented immigrants, and visa overstays. This ensures Arizona is fully aligned with federal law enforcement efforts to locate illegal aliens, verify lawful presence, and prevent individuals from unlawfully residing in the U.S.

SB 1055 requires that U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP) be notified immediately when a law enforcement official or agency arrests an individual unlawfully present in the United States.

"Arizona will no longer be a safe harbor for illegal activity or a place where federal laws are ignored," said Senator Rogers. "These bills are about accountability, lawfulness, and protecting Arizonans. This legislation ensures that financial institutions cannot provide prohibited services to individuals living here illegally and mandates full cooperation with federal authorities to prevent illegal aliens from evading oversight. We are closing loopholes that allow lawbreakers to operate with impunity. Arizona families deserve a government that enforces the law, protects taxpayer dollars, and ensures every resident and visitor follows the rules. These measures send a clear message: if you are not here legally, you will not have access to financial systems, and the state will share information to make sure federal law is enforced."

All three bills are set for a full Senate vote after passing the Military Affairs and Border Security Committee with Republican support.
