Senate Republicans Unanimously Advance Legislation to Combat Deed Fraud, Protect Property Owners

PHOENIX, ARIZONA—Arizona Senate Republicans are taking action against deed fraud and enhancing protections for property owners in the state by advancing legislation that received unanimous support on Tuesday. As deed fraud schemes grow more sophisticated and increasingly target homeowners, seniors, and small businesses, Republicans are actively working to close loopholes, update safeguards, and ensure that Arizona's property recording system serves rightful owners rather than criminals. This measure is now sent to the House for further review.

SB 1479, sponsored by Majority Whip Frank Carroll, updates Arizona's real estate recording laws to add stronger identity verification and improve transparency throughout the process. It requires individuals who submit deeds in person to present valid photo identification, strengthens affidavit and notary requirements for high-risk real estate documents, and enhances voluntary notification systems to help property owners receive alerts when ownership or mailing information changes. SB 1479 also eliminates outdated legal loopholes that can benefit fraudulent possession and increases penalties for recording forged documents—making clear that property fraud is a serious crime with serious consequences.

"Property ownership is one of the most basic rights Arizonans have, and protecting that right should never be controversial," said Majority Whip Carroll. "When criminals can forge documents, quietly transfer property, or exploit weak safeguards, it puts families, seniors, and small businesses at real risk of losing what they worked their entire lives to build. This legislation restores trust in our system by strengthening identity verification, improving transparency, and holding bad actors accountable. The unanimous vote shows that protecting property owners isn't partisan—it's common sense. Arizona is sending a clear message that we will stand with rightful owners and will not allow fraudsters to game the system."
