Senate Passes Contracting Oversight Bill Following Hobbs Administration Scandals

PHOENIX, ARIZONA—Senate Republicans are taking action to restore transparency and accountability in state government contracting following a series of scandals under Governor Katie Hobbs' administration, passing legislation designed to prevent political favoritism and strengthen protections for Arizona taxpayers.

SB 1186, sponsored by President Pro Tempore T.J. Shope, establishes new disclosure requirements for companies seeking state contracts or certain state grants, requiring applicants to report anything of value provided within the previous five years to the Governor, campaign or inauguration-related entities, and outside organizations supporting or opposing the Governor politically. The legislation also applies disclosure standards to companies holding existing state contracts, ensuring transparency continues throughout the life of taxpayer-funded agreements. The bill preserves evaluation records created during the Request for Proposals process and allows contracts tied to improperly destroyed records to be re-solicited.

The reforms directly address transparency failures exposed by recent contracting controversies connected to the Hobbs administration and strengthen safeguards surrounding how billions of taxpayer dollars are awarded. This legislation follows widely reported concerns involving the Sunshine Residential Homes rate increase controversy and legal challenges surrounding a multibillion-dollar AHCCCS contract award, where an administrative law judge identified serious flaws in how proposals were evaluated and scored, raising questions about fairness, record retention, and oversight in the state's procurement process.

"What we have seen under the Hobbs administration exposed serious weaknesses in how state contracts are awarded and monitored," said President Pro Tem Shope. "When billions of taxpayer dollars are involved, transparency cannot come after the fact. The public deserves to know who is seeking state contracts, what relationships exist, and whether decisions are being made fairly before money goes out the door. This legislation closes those gaps by requiring disclosures upfront, preserving critical records, and creating clear accountability standards so Arizonans can have confidence that contracts are awarded based on merit, not political connections."

SB 1186 modernizes oversight standards, strengthens disclosure requirements, and helps ensure future contracting decisions are transparent, accountable, and focused on responsible stewardship of public funds. The bill now advances to the House for further consideration.
