Legislation from Majority Whip Carroll to Tackle Fraudulent Claims Within Sober Living Home Industry Signed into Law

PHOENIX, ARIZONA— Senate Majority Whip Frank Carroll is providing a much-needed fix to protect against fraudulent activities surrounding sober living homes with legislation just signed into law this past Friday evening.

SB 1308 modifies requirements of the Department of Health Services (DHS) relating to the licensing, oversight, and regulation of sober living homes that provide a location for individuals to recover from prior substance use disorders. The bill also provides guidelines for the inspection and penalizing of sober living homes that are noncompliant with applicable state and local regulations.

Currently, many sober living homes are unlicensed and unregulated by the state, leading to a number of fraudulent claims. This bill closes a loophole that is being exploited by fraudsters, as well as protects taxpayer dollars and the vulnerable individuals who reside in these homes across Arizona. Several cities and towns around the state supported this legislation. 

"At long last, the state of Arizona has taken meaningful action to protect vulnerable individuals seeking refuge and recovery," said Majority Whip Carroll. "Over the years, there have been many frightening stories about fraud and abuse at these homes thanks to the lack of regulation and licensing. This new law will protect the men and women residing at these homes, put bad actors on notice, and end the gravy train of taxpayer funds to those attempting to exploit the system for financial gain. I'm thankful for everyone who supported this legislation as it made its way through the House and Senate to the Governor’s desk."
