FAFO: Senate Republicans Move to Crack Down on Foreign Adversary Threats

PHOENIX, ARIZONA— Senate Republicans are taking a clear step today to protect public safety, consumer data, and critical infrastructure from foreign adversaries operating inside our state by advancing SB 1308.
SB 1308, sponsored by Senate President Warren Petersen, cracks down on foreign-produced technology tied to hostile regimes. The bill passed the Senate Public Safety Committee this afternoon with unanimous bipartisan support, moving Arizona closer to holding bad actors accountable and securing the systems families rely on every day.
The bill creates a Foreign Adversary Fraud Office, known as FAFO, to go after companies that violate consumer fraud laws by selling or marketing technology produced by foreign adversaries, including the Chinese Communist Party, and other hostile governments. It also establishes a process to rip out and replace that technology from Arizona's critical infrastructure, from power and water systems to telecommunications and emergency services.
"This is about protecting Arizona families from real risks that most people never see coming," said President Petersen. "When foreign adversaries embed their technology into our infrastructure, they are putting our data, our security, and our public safety at risk. Arizona is not going to look the other way."
Under SB 1308 the Attorney General is empowered to pursue legal action against entities that violate consumer fraud laws tied to foreign adversary technology. Funding is also dedicated to removing and replacing that technology wherever it threatens essential services Arizonans depend on.
The bill reflects a growing awareness that national security threats don't stop at the border and shouldn't be ignored at the state level.
"People expect their power to work, their water to be safe, their data to be protected, and their emergency systems to function without interference from hostile foreign governments," said President Petersen. "This legislation puts Arizona on offense and makes it clear we will defend our infrastructure and our citizens."
SB 1308 now advances to the next stage of the legislative process.
