Arizona Parents Have Real Choices — And the Nation Is Taking Notice

PHOENIX, ARIZONA— PHOENIX, ARIZONA— When it comes to education, Arizona parents are not limited to a single option. And according to a new national report, that freedom continues to set Arizona apart.

The 2026 Index of State Education Freedom, released by the American Legislative Exchange Council, ranks Arizona No. 2 in the nation for parental empowerment and school choice, awarding the state an overall A grade.

For families balancing work schedules, different learning styles or children who need a more personalized approach, those rankings reflect real, everyday choices — including open enrollment, charter schools, homeschooling flexibility, and Education Savings Accounts.

"Parents don't want politicians or bureaucrats telling them what's best for their kids," said Senator Vince Leach. "In Arizona, families have real choices because we've fought to protect parental rights and expand school options. This ranking shows that approach is working."

Arizona was the first state in the nation to adopt universal school choice, allowing education funding to follow students rather than systems. Today, families can use Education Savings Accounts to tailor learning to their child's needs — whether that means private school tuition, tutoring, specialized therapies, online courses, or homeschooling resources.

"No two kids learn the same way, and parents understand that better than anyone," said Senator Leach. "Arizona's school choice laws recognize that reality. When families are given flexibility and trust, kids are better positioned to succeed."

The report evaluates all 50 states across five key areas: student-centered funding, charter schools, homeschooling, virtual learning, and open enrollment. Arizona ranked near the top nationally in several categories, driven by policies that prioritize parental involvement and educational flexibility.

Arizona Republican lawmakers will continue defending school choice and parental rights to ensure families remain free to choose the education path that works best for their children.
