Senator Frank Carroll has been a leading voice on some of Arizona’s most important issues, including protecting private property rights, safeguarding Arizona from foreign adversarial nations, securing critical infrastructure, strengthening election integrity, and pushing back against government overreach. He has also been a fierce advocate for strengthening the relationship between Arizona, the United States, and Taiwan, recognizing Taiwan as both a trusted ally and a critical economic partner.
Through his work in the Legislature, Carroll has played a key role in enhancing Arizona’s partnership with Taiwan, fostering trade and economic opportunities that have led to Taiwan becoming Arizona’s sixth-largest export market. His efforts have helped foster a stronger economic relationship that continues to boost Arizona’s economy, attract investment, and reinforce strategic ties between Arizona and one of America’s strongest allies in the Indo-Pacific region.
Born and raised in Chicago, Senator Carroll began his career as a service mechanic for a forklift and construction equipment dealer. As electronics and computer technologies transformed the transportation industry, he transitioned into the vehicle testing and diagnostics field, working for a vehicle test equipment manufacturer during the rapid advancement of computer-controlled vehicle systems.
As a certified subject matter expert, Carroll trained service technicians in vehicle computer management systems, emissions systems and their environmental impact, vehicle safety technologies, electric vehicle systems, and advanced vehicle diagnostics and testing. After concluding his training career, he spent several years working in the tourism industry, traveling throughout the western United States and building relationships with communities and visitors across the region.
Senator Carroll served two terms in the Arizona House of Representatives, where he chaired the House Transportation Committee during his second term. He also served on the Natural Resources, Energy & Water Committee and the Government & Elections Committee
In 2022, he was elected to the Arizona Senate, serving as Vice Chair of both the Transportation & Technology Committee and the Commerce Committee, while also serving on the Natural Resources, Energy & Water Committee.
Re-elected to the Senate in 2024, Senator Carroll currently serves as Senate Majority Whip and Vice Chair of the Regulatory Affairs & Government Reform Committee. He also serves on the Rules, Federalism, and Natural Resources Committees.
